I was born towards the end of 1943, but have not seen non-violent agitation for independence at an age of understanding it. Annas non-violent agitation against corruption has spread like wild fire all throughout the country. God foresaking, if anything happened to Annaji, the gaitation can turn violent causing loss of innocent lives and large scale loss of national property. This will make the enemy countries and terrorist groups supported by them happy that we are ourselves doing the damage to our country which they were planning. To break the present dead-lock, I have the following suggestion. 1) GOI announce dropping the present Lokpal Bill and agree for fresh dialogue. 2) GOIs tean be headed by Mr. Rahul Gandhi and include Mr. Manu Sighvi dropping Mr. Kapil Sibbal and Mr. Chidambaram. 3) Annas team drop Mr. Shanti Bhushan and include Mrs. Aruna Roy. 4) Annaji breaks his fast and extends the limit for agreeing on common Bill by 30th September. 5) GOI consider including PM with the consdition that enquiry against PM has to have the aproval of Chief Justice to which Annajis team agree. 6) Separate Bill for Judiciary to be introduced simultaneously 7) GOI agree to place CBI under the Lokpal and also agree to cover MPs for their actions outside the parliament. 9) Lokpal Bill to direct the States to appoint Lokayukta and the rules governing functioning of the Lokayukta with all Lokayuktas reporting to Lokpal. 10) Lokpal Bill to consider all government employees. 11) If the complain is found unjustified, the complainant to lose his right of complain in future for 3 years and not punished with imprisonment. 12) Govt. employee against whom complain is made is not suspended unless he is at a lvel to be able to influence the enquiry. Such employees also should be transferred to other departments pending completion of enquiry against them. Sanjay There was already a controversy about father-son duo included in Annas team. Shati Bhushan has become old and seems to have become forgetful as I watched him on TV these days. Also, Mrs. Aruna Roy has good suggestions which can bring GOI and Anna together. CBI is under the GOI and has clearly been seen as being misused by any party that rules. All employees should be included as in many cases of corruption, there is link from top to bottom of the employees and hence there can be confusion if a particular case is eligible for enquiry under the Lokpal. Good answer is NOT that which concurs with the askers views, but that which comes frankly and sincerely from the heart and is supported with logic and conviction.

The government not only welcome good suggestions, but also award for it. i am telling seriously. Out of 12, 10 suggestions related to politics. I am incompetent to comment on politics suggestions, since i am not thorough. Without knowing and understand the points, giving comments is not correct. so, i said to send good suggestions to the government. The final two only related to common man, employees i mean. who give complain duly signed to take action? This 12th suggestion is still now followed in the government offices. Though on preliminary enquiry if any substance found, the employee put under suspension. Until revocation, he is paid suspension allowance. For first 3 months half pay, next 2 months 3/4th pay, exceeding 6 months full pay. First you must know that Suspension is not a punishment whereas transfer is a punishment. How can one employee punished on giving transfer without knowing the outcome of the enquiry, sir? Such employees will be called for an oral enquiry by the appointed enquiry officer, and the punishing authority will award punishment based on the findings of the enquiry officer. For minor mistakes, he will be awarded minor punishment, whereas for major mistakes, he will be even sent to home. i did not agree your point of transferring the employee pending enquiry. Because transfer on administrative grounds is a punishment. what reason you will tell him for the transfer. A good worker is transferred on administrative grounds because his presence to complete work is needed, but not in the case of a delinquent. @Edit: There is a convention followed on suspension case. After enquiry if the person found guilty on the findings of the enquiry officer, duly accepted by the punishing authority, the person will be awarded punishment. This is one punishment for his mistakes. Then, generally his suspension will be revoked. After revocation of suspension, the person will not be posted in the same place. He will be transferred to any other place. This is the method followed generally. Here, the transfer will not be treated as punishment. Why? The employee did the mistake in this place and on hoping he will not do the same mistake in the new place. so, he is transfer ed. In another method, he will be transferred to a non-sensitive post. There is no scope to do mistakes in the post. i said it is a punishment if he is transferred before the enquiry. please note my point. In some special case, the services of the employee required, he will be posted in the same place for certain period and this is the discretion of the appointing authority. Appointing authority is superior than the Discipline authority.
